Vice Provost for International Programs, the University of Missouri at Columbia 2006 - Present.

Vice Provost for International Programs and Faculty Development (IPFD), the University of Missouri at Columbia 2001 - 2006.

Provides campus-wide leadership and management oversight for: international programs and centers; academic faculty hiring and professional development programs; leadership development initiatives for deans, department chairs and directors; minority affairs and campus diversity initiatives; disability access, compliance and advocacy; faculty EEO and affirmative action. Also, serves as advisor to the Provost and Chancellor on matters of academic policy.

Professor and Department Head, the University of Tennessee, Department of Agricultural Economics and Rural Sociology, Knoxville, Tennessee, 1988-2001.

Conducted research and taught courses in economic development, international agricultural trade and marketing, and rural development.

Executive Fellow, the American Council on Education (ACE), Office of the Chancellor, University of California at Davis, 1997-1998.

Administered the teaching and research programs in Agricultural Economics and Rural Sociology. Provided leadership for research activities within the department which included the Experiment Station program directed toward food and fiber industries. Established the Chair of Excellence program in Agricultural Policy. Revised the undergraduate and graduate curricula administered by the College of Agricultural Sciences and Natural Resources. Managed professional activities of 20 Ph.D. faculty, 21 support staff and 40 research associates. Established departmental priorities, increased competitive grants and recruited outstanding faculty and graduate students. Provided administrative and fiscal oversight for the operating budget, grant and contract funds and the development account. Maintained contact with alumni and supported the capital campaign.

Deputy and Interim Agency Director, U. S. Agency for International Development (USAID), Office of Research and University Relations, Bureau of Science and Technology, Washington, DC, 1985-1988.

Lead the implementation of the Title XII strengthening Grants and managed five multimillion dollar programs and served as the agency liaison for Executive Order 12320. Enhanced institutional and human resource capabilities of U. S. universities; provided top level scientific and professional support to USAID Overseas Missions; increased involvement of Historically Black Colleges and Universities in AID programs; developed effective research policy and strategies using input from government, university and the private sector entities.

Research Director and Associate Professor, Tennessee State University, Cooperative Agricultural Research Program and International Programs - TITLE XII OFFICER, 1977-1985.

Provided leadership for academic research faculty in Biological Sciences, Social Sciences, Engineering and Agronomic Sciences. Administered fiscal and programmatic matters of research program. Facilitated strategic plan consistent with national, state and private sector agricultural research goals. Secured multimillion dollar funding from the government, and oversaw construction of new research buildings, retrofitted obsolete scientific laboratories and developed specialized centers. Served on the U. S Joint Council on Food and Agriculture Sciences and led the development, review and implementation of research centers, programs and projects on a global scale.

Associate Director and Assistant Professor, Tuskegee Institute, Center for Rural Development Research (CRDR), 1974-1977.

Managed programmatic and fiscal aspects of CRDR. Set research priorities, developed and managed research proposals and grants, maintained fiscal oversight and reported outcomes to funding agencies. Further disseminated research findings through scientific journals, special reports, bulletins and popular press appearances. Taught courses in Farm Management and Agricultural Economics. Supervised research personnel and facilitated involvement of university wide faculty associates. Facilitated the university's international economic development activities.

Global Consulting -- Serve as member of the External Evaluation Panel (EEP) for the Peanut Collaborative Research Support Program (CRSP). Focus on socio-economic impact assessment and program evaluation (Africa, Carribean, and USA).

South Africa (Southern Africa) -- Manpower/ Project Design Economist. Conducted feasibility study for establishing training centers in the Qua Zulu Natal Province, as part of the reconstruction plan.

Jamaica (Caribbean Region)--Senior Project Impact Assessment Economist. Lead team unit to evaluate socio-economic impact of the Peanut CRSP.

Burkina Faso/Mali/Senegal (West Africa)--Senior Project Impact Assessment Economist. Joined an international team to conduct impact assessment and evaluation of the Peanut CRSP. The world-wide project has research experiments and principal investigators in Africa, Asia, North America, South America, Europe and the Caribbean regions.

Botswana (Southern Africa)--Agricultural Manpower/Extension Specialist on evaluation team. Reviewed the Botswana Agricultural College Expansion Project. Jointly implemented by the U.S. Department of Agriculture and the Agency for International Development.

Ghana (West Africa)-- Socioeconomic Impact Assessment Economist. Serve as a member of the External Evaluation Panel (EEP) for the Peanut CRSP.

Kingston, Jamaica (Caribbean Region)--Senior Consultant to the Jamaican Agricultural Planning Project (JAPP). Conducted management evaluation of the project. Funded by USAID and contracted to A.L. Nellum Associates, Washington, DC.

Mbabane, Swaziland (Southern Africa)--Agricultural Economics/Extension Training Advisor for the Swaziland Cropping/Farming Systems Project. Assessed and recommended facilities, programs, personnel, and technologies for improving capabilities in agricultural extension and information units of Swaziland's Ministry of Agriculture. Project sponsored jointly by Pennsylvania State and Tennessee State Universities.

Khartoum, Western Sudan (Northeast Africa)--Agricultural/Extension/Education/ Economics Specialist on the Project Identification Document (PID) team sponsored by Virginia State University. Reviewed and assessed agricultural extension, research and related training needs. Identified projects which would enhance the agricultural production in the western region of Sudan. Visited several vast agricultural resettlement schemes and rural village communities.

Luzon and Mindanao, Philippines (Far East Region)--Manpower Economist for an AID-supported project with the Opportunities Industrialization Centers International (OICI). Assessed the manpower training situation and opportunities in Luzon and Mindanao. Conducted location and feasibility study for a proposed light industrial manpower training center designed to provide training and income for trainees.

Angola, Africa (Southwest Africa)--Agricultural Economics Analyst for project conducted by the Southeast Consortium for International Development (SECID). Reviewed secondary data, specialized reports and literature as a basis for construction of an Economic Baseline Study, emphasizing the agricultural sector.

Ivory Coast, Africa (Western Africa)--Manpower Planning Economist on a team supported by AID and OIC International. Conducted feasibility study using benefit/cost analysis to determine the appropriateness and impact of a proposed agricultural training center. Designed training initiatives and income-generating practices as a means of defraying recurring costs.

Swaziland, Africa (Southern Africa)--Team Leader on a project jointly sponsored by U.S. Department of Agriculture and U.S. Agency for International Development. Assessed supply and demand of trained agricultural manpower. Developed the design strategy and model for the study. Collected data, analyzed and reported results to the government of Swaziland and participating U.S. federal agencies.

Botswana and Lesotho, Africa (Southern Africa)--Manpower Economist for the Research Triangle Institute, Research Triangle Park, NC. Conducted sector-wide assessment of training and institutional capabilities for supporting low, medium and high-level manpower. (Separate studies were conducted in each of the two countries.)

Swaziland, Africa (Southern Africa)--Manpower Economist for Research Triangle Institute. Conducted Human Resource Development study funded by USAID. Surveyed institutions and public and private firms to determine manpower needs and assess potentials for meeting needs.

A.L. Nellums Associates, Washington, D.C.- Developed proposal for the Jamaica Agricultural Planning Project and served as Senior Project Consultant for four years.

United Negro College Fund (UNCF), Fairfax, VA - Position paper development and proposed Center for Policy and Leadership Development.

Global Exchange, Inc., Washington D.C.-Economic Development Consultant. Developed and implemented evaluation of economic impact of Historically Black Universities on community development.

D.J. Miller and Associates, Atlanta, GA-Conducted an Equity Study and Literature Review on the Status of Women and Minority Farmers in the United States and of their participation in USDA Programs.

Weeks Exploration Company, Jackson, MS-Developed data base for expediting oil, gas and mineral leasing.

Board of Regents, State of Florida, Tallahassee, FL-Special Team Member selected to review and evaluate state-supported university agriculture programs. Recommended strategic issues and actions affecting the future competitiveness of Florida's agricultural industry.

Agency for International Development (AID), Washington, D.C.-Consultant, Chief Consultant and Lead Evaluator to Bureau for Science and Technology. Reviewed and evaluated research project proposals, program guidelines, annual reports/work plans and other related aspects of cooperative activities between U.S. universities and AID. Designed procedures and evaluated international Strengthening Grant proposals at Historically Black Colleges and Universities (HBCU's), the 1890 Universities and the 1862 Universities Strengthening Grant Programs.

Board of International Food and Agricultural Development (BIFAD), Washington, D.C.-Chief Consultant. Developed and implemented evaluation of Title XII Strengthening Grant Programs for both the 1862 and 1890 Land-Grant Universities. Developed and lead training workshops in research program evaluation methods.
