South Africa (Southern Africa) -- Manpower/ Project Design
Economist. Conducted feasibility study for establishing training
centers in the Qua Zulu Natal Province, as part of the reconstruction
plan.
Jamaica (Caribbean Region)--Senior Project Impact Assessment
Economist. Lead team unit to evaluate socio-economic impact
of the Peanut CRSP.
Burkina Faso/Mali/Senegal (West Africa)--Senior Project Impact
Assessment Economist. Joined an international team to conduct
impact assessment and evaluation of the Peanut CRSP. The world-wide project has
research experiments and principal investigators in Africa,
Asia, North America, South America, Europe and the Caribbean
regions.
Botswana (Southern Africa)--Agricultural Manpower/Extension
Specialist on evaluation team. Reviewed the Botswana Agricultural
College Expansion Project. Jointly implemented by the U.S.
Department of Agriculture and the Agency for International
Development.
Ghana (West Africa)-- Socioeconomic Impact Assessment Economist.
Serve as a member of the External Evaluation Panel (EEP) for
the Peanut CRSP.
Kingston, Jamaica (Caribbean Region)--Senior Consultant to
the Jamaican Agricultural Planning Project (JAPP). Conducted
management evaluation of the project. Funded by USAID and
contracted to A.L. Nellum Associates, Washington, DC.
Mbabane, Swaziland (Southern Africa)--Agricultural Economics/Extension
Training Advisor for the Swaziland Cropping/Farming Systems
Project. Assessed and recommended facilities, programs, personnel,
and technologies for improving capabilities in agricultural
extension and information units of Swaziland's Ministry of
Agriculture. Project sponsored jointly by Pennsylvania State
and Tennessee State Universities.
Khartoum, Western Sudan (Northeast Africa)--Agricultural/Extension/Education/
Economics Specialist on the Project Identification Document
(PID) team sponsored by Virginia State University. Reviewed
and assessed agricultural extension, research and related
training needs. Identified projects which would enhance the
agricultural production in the western region of Sudan. Visited
several vast agricultural resettlement schemes and rural village
communities.
Luzon and Mindanao, Philippines (Far East Region)--Manpower
Economist for an AID-supported project with the Opportunities
Industrialization Centers International (OICI). Assessed the
manpower training situation and opportunities in Luzon and
Mindanao. Conducted location and feasibility study for a proposed
light industrial manpower training center designed to provide
training and income for trainees.
Angola, Africa (Southwest Africa)--Agricultural Economics
Analyst for project conducted by the Southeast Consortium
for International Development (SECID). Reviewed secondary
data, specialized reports and literature as a basis for construction
of an Economic Baseline Study, emphasizing the agricultural
sector.
Ivory Coast, Africa (Western Africa)--Manpower Planning Economist
on a team supported by AID and OIC International. Conducted
feasibility study using benefit/cost analysis to determine
the appropriateness and impact of a proposed agricultural
training center. Designed training initiatives and income-generating
practices as a means of defraying recurring costs.
Swaziland, Africa (Southern Africa)--Team Leader on a project
jointly sponsored by U.S. Department of Agriculture and U.S.
Agency for International Development. Assessed supply and
demand of trained agricultural manpower. Developed the design
strategy and model for the study. Collected data, analyzed
and reported results to the government of Swaziland and participating
U.S. federal agencies.
Botswana and Lesotho, Africa (Southern Africa)--Manpower Economist
for the Research Triangle Institute, Research Triangle Park,
NC. Conducted sector-wide assessment of training and institutional
capabilities for supporting low, medium and high-level manpower.
(Separate studies were conducted in each of the two countries.)
Swaziland, Africa (Southern Africa)--Manpower Economist for
Research Triangle Institute. Conducted Human Resource Development
study funded by USAID. Surveyed institutions and public and
private firms to determine manpower needs and assess potentials
for meeting needs.

Senior Project Consultant for four years.

Consultant. Developed and implemented evaluation of economic
